How do I create an app password in my Google Account for an email app that won't accept my normal password?

I'm trying to connect an older email client to my Gmail account using SMTP. It keeps rejecting my normal Google password, and I've read that I need something called an 'app password'.

I've looked through myaccount.google.com under Security but can't find any 'App passwords' option. Some guides say it only appears after enabling 2-Step Verification, others link to a page that shows me an error. I'm stuck going in circles between settings pages.
